- registered as a person with disabilities, age 16 or beyond, who holds the official welfare certificate
- family members or aides of such person with disabilities

- Closed: Every 2nd and 4th Monday of the month National holidays except for Sundays Days determined by the Chief Executive of the National Library for specific reasons

- How to use the library
- Store personal belongs at the hatcheck room except for laptop and writing implement;
- Apply for a library card and enter the library after the application process is complete;
- Show your welfare card when visiting the library for the first time;
- Use facilities and services provided by the ISCID;

- One-on-One Customized Service
- Services must be reserved in advance either by phone, fax, or in-person;
- Services provided by the library: Face-to-face reading, descriptive video services, assistance with word processing, and sign language interpretation;
- Service hours: Monday-Sunday(10:00 ~ 13:00, 14:00 ~ 17:00).

- Take a call taxi from subway station to library (nearby subway stations: Seo-cho station, Express bus terminal station, Seoul National Univ. of Education station)
